The problem is she's like a princess trapped in the highest room, but that doesn't stop her from believing in Natsu and falling from her tower. Good thing she believed in him, as he breaks her fall and they return to the guild.
This is a foundational piece in the trust these two builds between them. However, Lucy never thought of them in that light, but now that she's become aware, she cannot stop imaging silly fantasies. Before this, Lucy viewed Natsu as only a friend that she's come to cherish. Now, she begins to see him in a different light, however small that light may shine.
It's not enough for her to voice her feelings or show him a cute face, but it's enough to begin playing with the red string of fate.
Not an episode goes by that Natsu and Lucy don't find themselves in a compromising situation. Although unintentional, the degree of embarrassment from the first encounter to the last greatly decreases. It's clear that as their relationship continues to strengthen, the familiarity between them grows. You might say this comes with the friendship they've built over the years and battles they've fought together, but it could also be reflective of the feelings building within each of them.
Of course, Lucy still reacts , but it's not always so loud and violent as before. It wasn't faith at first sight, but there was a tentative amount of trust given that Natsu helped Lucy escape from the clutches of an enemy.
This trust continues to build to the pivotal point with Phantom Lord's scheme to capture Lucy and her falling from the tower. As they continue to adventure together and face foes that pose life-threatening situations, their trust in each other steadily climbs. By the final season, Lucy's trust in Natsu is blind. She'd believe in him regardless if the demon seed within him grew. Then again, Lucy would do everything in her power to prevent an outcome that didn't result in everyone's happiness.
Natsu and Lucy bonded quickly and were fast friends, even partners within the guild. Of course, this main group steadily grew as more characters were introduced throughout the anime.
And where did the possible lovebirds end up? Before we answer, we first have to address the elephant wizard in the room: Lisanna Strauss. There's a large group of "NaLi" shippers, and if we look back at the first few episodes, we can't exactly blame them. Natsu and Lisanna go way back as childhood friends, and the innocence in their burgeoning relationship was adorable -- Lisanna even outright proposed to Natsu. However, their time together was tragically cut short with Lisanna's "death"; although she was eventually brought back to start a possible love triangle, things just weren't the same.
Lisanna was largely ignored by Mashima, and her scenes mostly revolved around fighting in animal lingerie rather than moments with Natsu. Mashima's comments at an anime convention in France in can be seen as the final hole to sink the ship: He admitted that, "personally, [he] [thinks] Lisanna is a nice girl, and it would be a shame to see her with a guy like Natsu.
