It does not matter the amount of people in your raid who have the quest. Also the embers are not trade-able to anyone after they have been looted, but can only be looted by someone on the quest.

If mans dropped legendaries at the same rate overall as mans, all the man guilds would split into 3 man teams and they'd get legendaries even faster than you 3x vs the current 2.
